Education

Born March 7, 1972 in the city of Gol Dnepr (Dnepropetrovsk).
Higher education, and two degrees at the same time: “history and social science”, “jurisprudence” (in 1993 he graduated with honors from the Dnepropetrovsk state University)
In 1997 he defended his thesis at the Odessa law Academy, specialty “Theory of law. Philosophy of law”.

Family

Married. I have a daughter.

Career

He worked as a lecturer of civil law at the Academy of customs service of Ukraine, legal adviser at the enterprises of different ownership forms.
Received a certificate for the right to practice law (2000). Participated in high-profile trials.
Working with the media, became interested in journalism. In the spring of 2005, author and host of the television program “Provincial Chronicles”. Member of the Union of journalists of Ukraine. In 2009 the decree of the President of Ukraine Boris Filatov was awarded the title “Honored journalist of Ukraine”.
March 4, 2014 appointed Deputy Chairman of the Dnipropetrovsk regional state administration on domestic policy

Journalism

Participated in high profile trials, including those associated with the interests of businessman Igor Kolomoisky. As a result, Ukrainian media concluded that Filatov – staff lawyer of the group “Privat”, specializing in the redistribution of corporate ownership.
Boris Filatov denies it, as in those same years he led the processes related to OJSC “Mykolaiv alumina plant”, OJSC “Odessaoblenergo”, JSC “Inguletsky GOK”, JSC “Central mining and processing plant” and other enterprises which are “Private” is irrelevant. In fact, Filatov worked with all of the financial-industrial groups in Ukraine.
In the process of advocacy Filatov often came into conflict with the politicians who supported his opponents. In particular, people’s deputies Inna Bohoslovska and Svyatoslav Oliynyk, Chairman of the Dnipropetrovsk regional state administration Vladimir Yatsuba, ex-Prime Minister Pavlo Lazarenko.
During the open debate, which Boris Filatov had with politicians, the latter repeatedly tried to discredit him via the controlled media. So, in the Dnepropetrovsk regional newspaper “Dneprovskaya Pravda” controlled by Pavlo Lazarenko, was launched an information campaign of defamation Filatov. Hard-hitting publications have appeared in a number of publications.
At the same time, the A. Boris Filatov successfully developed. In 2006, Filatov has declared income for 2005, which enabled him to enter the official number of dollar millionaires.

Political career

After the appointment of Kolomoisky as Governor of Dnipropetrovsk region immediately received the position of his Deputy.
19 Sep 2014 Filatov said that he will run as an independent candidate in the upcoming elections to the Verkhovna Rada.
In October 2014, the early parliamentary elections he was elected Deputy of the Verkhovna Rada of Ukraine VIII convocation from one-mandatory election district № 27 (Dnipropetrovsk region).
November 26, announced the signing of declarations of accession to fraction of party “Petro Poroshenko’s Block”, but the next day on 27 November decided to remain independent member. The reason was that on November 26 he was not allowed on the faction meeting.
With the support of the faction “BPP” has become the head of the special Commission of the Verkhovna Rada concerning privatization.
January 29, 2015, together with the people’s Deputy from “popular front” Anton Gerashchenko has registered a draft law imposing criminal liability for public call to avoid mobilization. According to Gerashchenko, the punishment can be both Ukrainian and foreign citizens. For an example of such behavior, he cited the initiative of the Russian authorities to extend the period of legal stay in its territory for Ukrainian citizens of military age.
In February 2015 the parliamentary left of the hotel, where he lived out of town MPs. Prior to this, in the fourth quarter of 2014 had received compensation from the state budget for the stay in Kiev.
12 Sep 2015 batch of “DILL” advanced Filatov as a candidate for mayor of Dnipropetrovsk, the local elections (now Dnieper), on 25 Oct 2015. In the first round on October 25 took 2nd place with of 35.77 % of the vote. According to the published Protocol, TIK, for Filatov in the second round on November 15, 184 874 voters. His opponent – the representative of “Opposition block” Oleksandr Vilkul received the support 158 of 752 voters.
On November 17 the people’s Deputy Boris Filatov is officially declared winner of the mayoral election in the city of Dnepropetrovsk.
November 24, 2015 Boris Filatov wrote the application for addition of powers of people’s Deputy of Ukraine, however, on 26 November, the Verkhovna Rada did not support his statement (“for” vote of 207 deputies in the required 226).
November 27, 2015 the majority of the deputies of the Dnipropetrovsk city Council (43 out of 64 MPs) left the session during the swearing of the mayor Boris Filatov.

Hobbies

Boris Filatov examines the history, culture, art, philosophy. And yet – the Ethnography of Japan. Has a large collection of netsuke, which are miniature sculptures of various Japanese artists of XVII—XIX centuries.
Also Filatov is fond of travelling on motorcycles. Diving is his passion.
