Kiev city Council has decided on the extension of the agreement with PJSC “Kyivenergo” in the use of TPP-5, TPP-6 and a waste incineration plant “Energy” until July 31, 2018.
The decision was supported by 71 MP, voted against 14, abstentions one Deputy, reports “Interfax-Ukraine”.
Initially, the draft decision provided for the extension of the agreement until June 30, however, during the discussion, it was proposed to leave the CHP and plant “Energy” in use “Kyivenergo” until August 31.
“Required reserve time. Now we can’t guarantee that the Commission (NKREKU – ed) will work tomorrow or next week (for the operation of a CHP company “Kievteploenergo” license is required NKREKU – ed)”, – said during the discussion of the draft decision profile the patron of the Chairman of KSCA Peter Panteleev.
“Given the technological necessity, I would ask you to consider the extension of contracts for CHPP-5, CHPP-6 and plant “Energy” until August 31″, – he added.
At the same time, city Council deputies did not support the extension of the contract for four months and proposed to extend it until the end of July.
“We will not be able to do that (iterate through the control of power plants and “Energy” – ed) before the date specified in the draft decision. Two months (in addition to the two proposed in the draft decision) is an additional safety measure, but one month is a critical minimum”, – said the Secretary of city Council Vladimir Prokopiv.
Panteleyev added that the city will move the management of CHP and plant before the expiration of the contract, if given the chance.
As previously reported, on KP “Kievteploenergo” must obtain a license of the national Commission on energy production and prepare for the exploitation of CHP.
The term of the agreement with PJSC “Kyivenergo” on the use of CHP, heat networks and maintenance of energy facilities of the capital will expire on 27 April 2018.
Recall that in 2017, ended the contract of the city with “Kyivenergo” on the use of holistic and energy complex of the capital.
KSCA extended the term of the agreement until the end of the heating season 2017-2018.
For the new heating season the thermal economy of Kiev will be trained by the municipal enterprise “Cavalotti”. However, as it turned out, the company does not have this authority — no license or approved tariffs.
However, the city Council approved the allocation of over 1 billion UAH for the maintenance of utilities in the first months of operation.
