All three bills were registered in may 2016, but will get a vote only two years later.
The authors of the bill № 4996 – Andriy Parubiy (people’s front), Igor Grinev (Block Petro Poroshenko), Maxim Bourbaki (people’s front), Oleh bereziuk (“Self”), Oleg Lyashko (Radical party) and Irina Gerashchenko (Block Petro Poroshenko).
The draft law proposes to establish a new parliamentary body – the Parliament committees. Will be glad to introduce a new approach to shaping the agenda of the session, the schedule of plenary meetings and weekly agenda of plenary meetings of the lying.
The order of presentation of bills to the Verkhovna Rada will be updated. This draft law proposes to abolish restrictions on participation of individual deputies in the Parliament and its committees. Also, the bill provides for the regulation of the procedure of creation, activity and termination of the coalition of Deputy factions in the Verkhovna Rada, the parliamentary opposition, as well as the disclosure of information about their members.

Thus, it is proposed the following procedure: if the President does not sign a law passed by the Parliament, within 15 days after receipt of the law – the constitutional time limit, and is not officially promulgates it or returns the law to Parliament for reconsideration, in this case, the Head of the Verkhovna Rada has the authority, without delay, publish such a law, and to publish it with his signature.
Also the bill number 4996-1 introduces criminal liability for the use of the card by another MP when registering and voting by using electronic system. Such a violation will be punished with imprisonment for a term of 5 to 7 years with deprivation of the right to occupy certain positions or engage in certain activities for a term up to five years.
A third bill, No. 4696-2, initiated Valery Pisarenko ( “Revival”) and Eugene Heller ( “Revival”).
In particular, the draft law proposes a provision on the activities of the opposition. They must regulate the legal relations in the sphere of implementation of oppositional activity in the Verkhovna Rada and to provide legislative guarantees of activities of parliamentary opposition.
